Yes it is expensive and cost overruns are a potential but we cannot afford to wait for the "perfect" solution. There are too many lives at stake when we have our next earthquake and the cost will be much higher than the dollars we have to spend now. The tunnel project creates an expansive open space between downtown and the waterfront. With the right vision it can be a marvelous place and asset for the entire region.
If the citizens of Seattle can afford to dig and pay for the tunnel option I say, "go for it". But not one Penney from the rest of the State of Washington's tax base should be used to dig a hole which will become a future grave site built thru the unstable ground the Waterfront of Seattle sits on waiting for the Earthquake or Tsunami which will eventually come and bury it.
It's about time. Let's get on with it! Let's manage it to avoid cost over runs or delays.
